The ROTH IRA is a retirement product which allows the withdrawal of tax free income from a tax deferred account, and it is a fantastic savings vehicle for people of any age, but particularly for younger people. Congress created The Roth IRA on January 1, 1998 as a result of the Taxpayer Relief Act of 1997. It’s named after the late Senator William V. Roth, Jr. The Roth IRA is different from the Traditional IRA because it provides no deduction for contributions, but if you meet certain requirements, all earnings are tax free when you or your beneficiary withdraw them, whereas with the Traditional IRA taxes would be due upon withdrawal. Some other benefits of the ROTH IRA are no early distribution penalty on certain withdrawals, and there is no requirement to take minimum distributions after age 70½.

While the decision to use a ROTH IRA is based on several factors, the presence of a retirement plan in the workplace is one of the major reasons for utilizing a ROTH IRA. If you still have the ability to save, after committing the maximum contribution to your 401k plan, then the ROTH IRA makes sense, because you are limited in the tax deductibility of contributions to a Traditional IRA, if you have a workplace pension plan or 401k. For people who have no workplace retirement plan, the bottom line is that most people are better off with the Roth IRA. The reason is that the dollar amount in Roth IRA is effectively larger than a Traditional IRA because it holds after-tax dollars. If you can take advantage of this feature of the Roth IRA by maximizing your contributions you’ll add greater tax leverage to your retirement savings.

There are two ways to establish a Roth IRA either by making a regular contribution to a Roth IRA or by converting a traditional IRA to a Roth IRA. As mentioned before, contributions can be made to a Roth IRA even if you participate in a workplace retirement plan. These contributions can be as much as $4,000 for 2007 with a $1,000 catchup for those 50 and older. There are just two requirements for contributing to the ROTH IRA. First, you or your spouse must have compensation or alimony income equal to the amount contributed. Secondly, your modified adjusted gross income can’t exceed certain limits. For the maximum contribution, the limits are $99,000 for single individuals and $156,000 for married couples filing joint returns. The amount you can contribute is reduced gradually and then completely eliminated when your modified adjusted gross income exceeds $114,000 for single individuals or $166,000 for married couples filing jointly. These dollar amounts apply through 2007. You can convert your regular IRA to a Roth IRA if your modified adjusted gross income is $100,000 or less, and if you’re single or file jointly with your spouse. You’ll have to pay tax in the year of the conversion, but for many people the long-term savings is preferrable to consequesnces of the tax incurred.

Distributions from Roth IRAs are tax-free until you’ve withdrawn all your regular contributions. After that you’ll withdraw your conversion contributions, if any. Special rules apply when you withdraw your conversion contributions. When you’ve withdrawn all your regular and conversion contributions, any subsequent withdrawals come from earnings. The withdrawals are tax-free if you’re over age 59½ and at least five years have expired since you established your Roth IRA. Otherwise, with a few exceptions, they’re taxable and potentially subject to the early withdrawal penalty.

Self Protection From Strange Dogs

Have you ever been riding your bicycle around the block when a dog comes running out of it’s yard and starts chasing you down the street? Maybe you’re walking down the street when you spot a rather large dog a few houses away. The dog appears to be unattended and you don’t know if it’s friendly. Has this ever happened to you? Your walking your small dog (on a leash) down the street when suddenly your confronted by a strange, free roaming dog and it’s growling and in the attack position.

What do you do? What can you do?

In the first scenario, described above, where the bicyclist is being chased by a dog, you would probably start peddling faster while simultaneously kicking out at the dog in an attempt to both outrun the dog and prevent it from biting you. The second scenario has you walking down the street when you spot a large, unattended dog a few houses away. Lot’s of people go for walks carrying a base- ball bat or large stick to protect themselves just in case the dog turns out to be, shall we say, unfriendly. First, carrying a baseball bat or a large stick can be cumbersome and get heavy after awhile. Second, you have to be prepared to beat the dog (not an easy thing to do). Imagine how you will feel afterwards. So, instead, you’ll probably just turn around and walk back rather than take a chance. The last scenerio as described above, has you walking your small dog on a leash, when your confronted by a larger, strange dog. Most likely, you will pick up your beloved pet, hold it close to you and then just hope for the best. Trying to run away almost never works.

Let’s look at some other options. One is to keep the dog from coming near you in the first place. You can accomplish this with an electronic animal repellant. Using ultrasonic technology, the devise produces a discomforting but not harmful high frequency sound, audible to dogs but not to humans. One such device is the Ultrasonic Dog Chaser. It’s small and lightweight. It measures 3 & 3/4 inches by 2 & 3/16 inches by 7/8 inches. That’s roughly the size of a deck of cards. Weighing in at just 3.5 ounces with the 9-volt battery, it’s quite compact. It has a frequency range between 20,000Hz - 25,000Hz. At 135dbs, it has an effective range up to 20 feet. The device is easy to use, too. Point the animal repeller at the dog and press the button. That’s all there is to it. It’s also safe and humane. The electronic animal repeller is not the repeller of choice however, if your walking your dog.

A second option is to whip out your trusty dog repellent spray. Mace makes a safe, humane and effective dog repellent spray that’s EPA approved. It sprays 8-10 feet, but don’t spray it into the wind as the results could prove to be dis- astrous. Here’s how it works. When sprayed with a pepper spray dog repellent spray, most dogs throw themselves on the ground rubbing their eyes. The painful burning effects of the spray typically wear off within a few minutes, leaving the dog healthy and unharmed. Choose dog repellent sprays with pepper spray, also known as OC (oleoresin capsicum) spray, as it’s ingredient. Other sprays may not work on dogs that don’t respond to pain. It’s totally non-toxic.

Another option is the stun baton. A favorite among security guards, it is very effective on dogs. Just touch the dog on it’s face. It will drop to it’s knees, turn and run. Normally, however, the clicking sounds the baton makes when turned on is enough to deter the dog. Stun batons come in different lengths ranging from 300,000 volts to 500,000 volts. A stun baton is a stun gun placed into a baton. Stun guns use high voltage and low amperage to temporarily disable an attacker. It does not rely on pain for results. The energy stored in the gun is dumped into the attackers blood sugar by converting it to lactic acid. Unable to produce energy for the muscles, the body is unable to function properly. The stun gun also interrupts the tiny neurological impulses that control muscle move- ment, causing the attacker to lose their balance. All this happens very rapidly. Should the attacker be touching you, the current will not pass to your body. Of course, as a last resort, you can use the baton as a stick or baseball ball to hit the dog with.

So go ahead and take that walk down the street, or pull out your bike and ride around the block again. There’s no need to be afraid of those stray dogs any more. Have FUN!

Boston Schools Benefit From The Readboston Program

Literacy is a problem across the nation; and with the influx of many poorly educated immigrants, the problem is only getting worse. The city of Boston has done something about it, and partners with the Boston schools for one phase of its implementation.

In 1995, Mayor Thomas M. Menino founded the ReadBoston project to address the low literacy levels of the city’s youth. The project’s goal is to have all children in Boston schools reading on grade level by the completion of third grade.

ReadBoston targets children both before they enter Boston schools kindergarten and throughout elementary school. After school programs and summer activities extend the campaign to ensure Boston’s youth can read.

Preschool Years

Before entering the Boston schools, ReadBoston partners with childcare centers, providing materials and training to help the centers establish and encourage home reading programs for the children who attend the centers. They also work with daycare teachers to improve their literacy teaching skills.

ReadBoston has two main programs under the early years literacy campaign - Early Literacy Links and The Reading Trail.

Early Literacy Links reinforces ReadBoston’s focus on the importance of early literacy by promoting more effective reading instruction through teacher training. Three literacy specialists and one resource librarian focus their efforts in a small number of childcare centers to help train teachers and daycare providers. Their focus is how to best prepare young children to become able readers.

The Reading Trail promotes family involvement in the literacy development of their children. Home lending libraries are established and maintained in childcare centers across the city to encourage children to read, to have a family member read to them, to visit the library, and to use individual “trail guides” to record the books they read. As the children reach milestones along the “trail”, they are given books and other reading incentives. Additionally, centers participating in The Reading Trail receive books to establish libraries and training on how to integrate family reading activities into their current curriculum.

Boston Schools

Once children reach the elementary level within the Boston schools, ReadBoston is there to welcome them and assist the Boston schools to foster literacy home-school connections.

Within the Boston schools, ReadBoston breaks into four separate yet cohesive programs - the Family Literacy Project, Reading Is Fundamental, the After-School Project, and the Families And Books program.

Family Literacy Project:

•Encourages family involvement in children’s literacy;

•Sets up home lending libraries and provide the books in Boston schools elementary classrooms to take books home to read with their families;

•Promotes twice yearly parent-teacher conferences with an emphasis on literacy; and

•Provides teacher training and support to help each of the Boston schools incorporate the program into their existing curriculum.

There are currently 21 elementary level Boston schools participating in the ReadBoston program. They hope to eventually expand to every elementary school in the city.

Reading Is Fundamental (RIF):

•Provides three free books each year to participating students to create a home library of their own; and

•Develops fun activities to encourage reading as a worthy pastime for the children.

Each year ReadBoston gives three books to over 15,000 students within the Boston schools through the RIF program.

The After-School Project integrates literacy into the Boston schools’ after-school programs. Literacy specialists promote literacy instruction by providing literacy training, advice and books to increase literacy instruction and reading within the after-school arena.

Families And Books reach children during the off-school summer months, using two Storymobiles that visit 40 neighborhood sites each week during July and August. Each Storymobile provide fun storytellings for children, who also can take books to read at home. The two Storymobiles together carry over 10,000 books that may be checked out by the children.

In addition to the involvement of the Boston schools, a wide array of community members have joined the ReadBoston campaign - foundations, corporations, community groups, and individuals. They provide both funding and volunteerism. The community-sponsored book drives have garnered over 500,000 new books for the ReadBoston program, and over 1,700 tutors volunteer each week to help children learn to read - working in the childcare centers, the Boston schools classrooms, and the after-school programs. Boston and its community are serious about literacy for the city’s children.

What is Cosmology?

The word ‘cosmology’ originated in Greek: ‘cosmologia’, meaning order, orderly arrangement or ornaments, plus the word ‘logos’, meaning word, reason or plan. Cosmology is the study of the Universe at large, which has a long history, involving at least three main regimes: religion, philosophy and science. This article deals mainly with scientific cosmology.

Scientific Cosmology

Also called physical cosmology, it is the branch of science that deals with the scientific study of the origins and evolution of the Universe and the nature of the Universe on its very largest scales.

In its earliest form (2nd century BC) physical cosmology was basically just celestial mechanics, the study of the ‘heavens’. The Greek philosophers Aristarchus of Samos, Aristotle and Ptolemy proposed different theories for how the heavens work.

In particular, the ‘earth-centric’ Ptolemaic system was the accepted theory to explain the motion of the heavenly bodies until Copernicus, Kepler and Galileo proposed a ’sun-centric’ system in the 16th century.

Although Greek, Indian and Muslim academics formulated the sun-centric theory centuries before Copernicus, his reiteration that the Sun, rather than the Earth, is at the center of the solar system is considered among the most important landmarks in the history of modern astronomy.

Newton’s Cosmology

With Isaac Newton’s 1687 publication of ‘Principia Mathematica’, the problem of the motion of the heavenly bodies was solved. Newton provided a physical mechanism for Kepler’s laws of planetary motion. His law of universal gravitation resolved the anomalies caused by gravitational interaction between the planets in the previous systems.

Despite the words ‘universal gravitation’, Newton did not consider the implications of his theory on the Universe at large, although it implied that gravity works the same everywhere. The universal application of gravity was left to Albert Einstein, who formulated it more than two centuries later.

Einstein’s Cosmology

Scientific cosmology really began in 1917, when Albert Einstein’s published the final modification to his theory of gravity in the paper ‘Cosmological Considerations of the General Theory of Relativity’. This paper prompted early cosmologists such as Willem de Sitter, Karl Schwarzschild and Arthur Eddington to explore the astronomical consequences of the theory of relativity.

Mount Wilson astronomer Harlow Shapley championed the model of a cosmos made up of the Milky Way star system only - a static unchanging universe. Einstein also believed this and ‘fudged’ his equations of general relativity to represent this static state. He introduced a ‘cosmological constant’ that prevented the universe from contracting or expanding, which was what his original equations told him.

Heber D. Curtis, on the other hand, suggested that the observed spiral nebulae were star systems in their own right, or ‘island universes’. In 1923-24 Edwin Hubble detected novae in the Andromeda galaxy and then showed its distance to be way beyond the Milky Way’s boundaries. This settled the debate and it was accepted that the Milky Way was not all the universe there is. However, the cosmos was still thought to be static and unchanging.

Modern Cosmology

Subsequent modeling of the universe explored the possibility that the cosmological constant introduced by Einstein may result in an expanding universe, depending on its value. In 1929, Edwin Hubble’s discovered the red shift of the light of distant galaxies, indicating that they move away from the Milky Way. Hence, the universe must be expanding.

Einstein promptly repudiated his earlier ‘fudge factor’ and declared that the introduction of the cosmological constant was the biggest blunder of his scientific career . His original 1917 equations support an expanding universe without the cosmological constant anyway.

In 1931 Georges Lemaitre, a Belgian priest, postulated that an expanding universe meant a creation event at some time in the past. He postulated that the Universe was created from a small ‘cosmic egg’ and set into motion, expanding until today. This theory was later labeled the ‘big bang’.

There were many rival theories to the big bang. The 1964 discovery of the cosmic microwave background radiation by Arno Penzias and Robert Woodrow Wilson was a first step in ruling out many alternative physical cosmologies.

The Golden Age of Cosmology

Recent observations made by the COBE and WMAP satellites observing and accurately measuring this background radiation have effectively, transformed cosmology from a highly speculative science into a predictive science. This has led many to refer to modern times as the golden age of cosmology .

Present observations match predictions made by a theory called Cosmic Inflation, first proposed by American physicist and cosmologist Alan Guth in 1981. It is a modification of the standard big bang theory that explains how the universe obtained the expansion and solves some problem areas of the big bang satisfactorily.

Today a lot can be scientifically explained, but it is still not possible to technically explain how the universe came forth ‘out of nothing’. Modern cosmological research mainly concentrates on ‘quantum cosmology’, striving to reconcile general relativity with quantum physics. This may provide a scientific answer to this ultimate puzzle that we call ‘the Universe’.

Niger’s Tuareg Rebels Could Impact World’s Fourth Largest Uranium Producer

The next potential squeeze on uranium supply could come from terrorism, not nature.

The world’s seventh and eighth uranium producing mines are found in the Republic of Niger: the underground Akouta and the open pit Arlit. Together they produced 3434 tonnes of uranium in 2006, according to the World Nuclear Association. This accounted for more than eight percent of the world’s mining production last year.

How badly would this impact a tight uranium market if either of the Niger mines stopped producing?

A Paris-based spokesman for the Niger Movement for Justice (MNJ), Seydou Kaocen Maiga, told reporters this weekend, “This region has been declared a war zone by the government and in this situation we cannot allow the Chinese to continue extracting natural resources while civilians are being killed.”

He had made this statement after Tuareg and other nomadic tribes, led by the highly trained militant Aghaly ag Alambo, kidnapped China Nuclear International Uranium (Sino-U) deputy general manager Zhang Guohua. The kidnapping took place near Ingall, an area which is currently being heavily prospected for uranium deposits, and which we discussed nearly 15 months ago.

Ag Alambo appears to be emerging as a folk hero among the nomadic tribes, who control northern Niger and where the uranium mines are located.

We have been following the Tuareg story since April, when thirty armed MNJ nomads attacked Niger’s Akouta uranium mine, controlled by an AREVA subsidiary. A security guard and three others were killed. There had been two previous violent incidents before then, but none were uranium mining related.

Little took place until June when another 20 MNJ members boldly, but unsuccessfully, attacked an international airport located in Agadez. This is another area being prospected for uranium deposits. In late June, a widely respected security expert, Neil Thompson of RED24, issued a travel warning advising ‘against all non-essential travel to the northern parts of Niger.’ Thompson was formerly the Detective Superintendent in the UK’s National Crime Squad, is a trained hostage negotiator, and has worked closely with foreign intelligence and law enforcement agencies.

Thompson also wrote in his travel advisory, “The combination of widespread Tuareg discontent, a highly motivated and increasingly capable Tuareg insurgent group, and the Niger government’s entrenched political position suggests that a protracted, and possibly bloody, conflict in northern Niger is now highly likely, and may even spread to neighbouring countries.” The MNJ has been active for the past six months, as the spot uranium price reached a historic high.

A week before the Chinese uranium executive was kidnapped, Thompson warned the MNJ would “attack ’softer’ targets, such as foreign companies and personnel.”

Earlier this year, Niger’s Minister of Mines and Energy, Mohammed Abdoulahi, said his staff was reviewing about 100 exploration applications from 26 companies. After Namibia had closed the ‘exploration license’ window, many chose to pursue uranium opportunities in Niger.

Most eager were the Chinese. The country had announced ambitious plans to build new nuclear reactors to continue fueling China’s astounding GDP growth, while at the same time hoping to reduce its share of carbon dioxide emissions. China is the world’s largest consumer of coal and hopes to reduce its coal dependence through the use of nuclear, natural gas and other less pollutive alternatives.

The Tuareg rebels have complained about Chinese workers taking the jobs of local workers. Ag Alambo issued a warning that he was opposed to foreign companies supplying Niger’s national army, which has been detaining and killing civilians during a brutal regional security crackdown.

At the root of the recent Tuareg hostilities is the demand to have greater control over Niger’s mineral resources, especially the country’s uranium interests. Uranium comprises more than 70 percent of the country’s exports. Ironically, Niger derives 100 percent of its electricity from fossil fuels. The electricity-producing power plant the rebels attacked earlier this year generates power to mine uranium.

In 1998, the Tuareg nomads were promised greater autonomy by the Niamey-based government in southern Niger, but all promises appear to have been broken. Rebellion by the tribespeople has been sporadic, yet violent, since the 1960s.

Thompson reported in his travel advisory, “Sources on the ground suggest that the group (MNJ) is largely made up of veteran Tuareg militants, who were integrated into the Niger military under the terms of the 1998 agreement and subsequently defected.”

In question is who dictates how the land is used - whether for agriculture or uranium mining. The Tuareg nomads want the arable land for their camels, goats and sheep.

The agriculture and livestock sectors provide about 80 percent of the country’s employment. Only 15 percent of Niger’s land is arable, and herein lies the problem. The Chinese have been exploring near the oasis of Indall, which because of its salt diapirs could host prolific uranium deposits.

But the salty plains hold a cultural significance. Each September, as they have for centuries, Tuareg, Peul and Arab nomads gather for the annual ’salt cure.’ During their annual reunion, they exchange news of their nomadic travels while their livestock graze on the grass of the oasis.

An MNJ spokesman explained that if Indall became a mining town, it would be a ‘disaster.’

And a disaster is what could possibly occur between now and September, before the annual nomadic gathering, should the MNJ insurgents continue targeting uranium interests in Niger.

This is not an anomalous episode, open to instant resolution. The traditional Tuareg lifestyle has been collapsing since the 1970s because of desertification and drought, especially the severe droughts of 1972-74 and 1984-85. Having found themselves forced onto the economic and political sidelines, they took up arms in the 1990s. This led to the resolution of 1998, which was never honored. Dissatisfaction has driven the nomads to rebel. One expert commented, “The Tuareg problem in Niger was never resolved.”

And now the Tuareg and other nomads appear to have banded together to reclaim their territory, which includes uranium prospecting licenses awarded to foreign operators.

Most likely to be impacted should the Akouta underground uranium mine suffer any damage is AREVA, which owns 34 percent of the Cominak, the company which mines this deposit. Other foreign companies holding interests are Japan’s Overseas Uranium Resource Development Company (25 percent) and Spain’s Enusa (10 percent). Uranium concentrates, produced in Niger, are mostly shipped to Comurhex (France) for conversion.

Recent events show a departure from statements made by Dr. John North, then-director of uranium explorers North Atlantic Resources and Northwestern Mineral Ventures, who told us, “My experience with Niger is that it’s a peaceful, democratic country with no civil unrest.”

Just as with copper strikes, or the potential thereof, taking place in South America, production disruptions can impact a metal’s price. The same could be said for uranium, especially for one of the world’s leading producers.

Our conclusions are highly speculative and should not be construed as investment advice. However, to the south in Nigeria’s Niger Delta, another terrorist group, MEND - Movement for the Emancipation of the Niger Delta - has been dictating the world’s gasoline prices as a result of their kidnappings.

It’s Africa. Anything can happen. Even with the uranium price.

Parrot as a pet has to be out of the cage once in a while. Now this is quite a big deal raising parrots to abide silent rules of knowing when it must be inside or outside a cage. The reality of having parrots as pet is all about the freedom it can get to interact with its owners. If a parrot is constantly in the cage wailing repeated shrieks all the time, then it is nothing but a talking trophy.

It takes daily minutes of patience to gain your pet parrot’s respect. Take note, a parrot is just a bird, but the amount of loyalty you can get out of training it is priceless. By giving it firm orders to climb on its perch up or down is just the start. It is quite an accomplishment to see your bird do it in a command. It means the next tasks are on the right stake.

Freedom and discipline don’t go handy with parrots. Just like spoiled brat kids it will have the tendency to abuse freedom. Once a parrot uses its wings on its first fly, it is dominating the situation. It has the tendency to follow around and do unexpected and menacing things like pecking furniture, especially woods.

Once a parrot has gained this confidence while your house is not intended as parrot flying skylines, then it is the start of mess. Do not let your parrot take the full control, but never attempt to punish it harshly at the same time. It takes a lot of patience to watch again and again until the bird settles down with closed wings, picking it up and putting back on its perch constantly, until the bird understands the meaning of getting behaved.

After taking control of your parrot’s behavior, you cannot avoid being nipped once in a while, especially if your parrot is younger and curious. Parrots must be trained not do this as habit by giving a NO command. You can also blow its face after biting you or giving it an earthquake shake while settled on your palm.

In extreme cases, deprivation is the best solution to erase the habit. Any strong pecking must be followed by effective punishment of putting your pet parrot in an isolation cage for 15 minutes or so. By constant practice, the parrot will finally understand why it loses freedom after a bad behavior like biting.

As part of being amused, parrots scream with all their might as a sign of boredom. To avoid too much of this, distract this parrot’s habit by placing it close to a TV where it can watch. Provide playthings at a tender age and make sure not to neglect its need for fun.
